成列运行的铁路运输具有"高度集中，大联动机，半军事化"的特点，其生产过程组织被认为是最严谨的陆地运输生产方式之一。铁路运输的生产流程，经历了从客货运输需求（客货流）、车流到列车流的过程，该过程每一个环节都需要进行详细规划[1,2,37]。列车运行组织过程是指从需求分析与预测开始，一直到旅客到达目的地、货物交付货主的整个运输过程所涉及的全部活动的设计、实施与监督过程。具体来说，它包括需求分析与预测、车流组织、客车开行方案与货物列车编组计划编制、列车运行图及相关计划编制、车站作业计划编制，以及为实施上述计划所采取的列车运行调整与调度指挥活动。图1给出了铁路运输生产组织具体过程的一个基本描述。
可以看出，列车运行计划也是铁路运输的综合计划。一方面，它对内是铁路运输系统中工务、机务、电务、车辆以及运输管理部门等各环节工作的基本依据，铁路运输的所有活动都必须围绕它来开展。另一方面，以列车时刻表形式发布的铁路运行计划对乘客和货主是一种服务的承诺，很大程度上界定了铁路运输产品的性能与质量。

Rail transport using railcars running in series, featured a highly centralized, tremendous, semi-military "linkage", is considered as one of the most precise production modes in land transport in point of its production process. The production process of rail transport requires detailed planning all through its production procedure which covers the requirements of passenger and cargo conveyance (passenger and cargo flow), car flow, and train flow [1,2,37]. The organization process of train operation means design, implementation,and supervision of all the activities involved in the entire transport process, which starts from the analysis and forecasting of requirements until passengers arrive at their destinations or the cargo is delivered to its owner. Specifically, it includes analyzing and forecasting the requirements; organizing the car flow; preparing the running programs of passenger trains and the formation plans of cargo trains; preparing train scheduling and relevanted plans, and station work plans; as well as all the activities to adjust and dispatch the train operation so as to realize the above plans. Figure 1 presents a basic view on how the production of rail transport is organized.
It can be seen that a train operation plan is a comprehensive plan of rail transport. On the one hand, it serves as the basis of all the activities conducted by Works, Locomotive, Electrics, Rolling Stock Depot and Transport Management departments, and also as the core of all activities in the rail transport system. On the other hand, when it is distributed as a train timetable, it is a commitment to passengers and cargo owners for its service, and to a large extent, defines the performance and quality of railway transport products.
